rear wiper is acting up

Sometimes I can get my rear wiper to work and sometimes I can't does anybody know a possible solution or answer?

I have a 95 ZJ that had a similar problem. Mine would stop midway thru the wipe. Eventually it would return to the home position. The bug turned out to be in the rear electronic box attached to the wiper motor. It is all one assembly held in place with about three screws on the inside of the hatch and one ring nut on the outside of the hatch. The only thing keeping all the contacts in place inside the black electronic box is spring loaded preasure from the box cover. Over time the box cover warps under the spring pressure and the contacts to working intermittently. Try this=> pull the inside decorative cover off the rear hatch to expose the wiper assembly and with the wiper button on push in on the black cover and see if it starts working again. I'm assuming the 99 assembly is the same as the 95. Don't know for sure.
