It sounds like you're saying the glass actually pops (opens) when you unlock the Jeep?
If so, that's way wrong, lol.
When you unlock the doors the hatch should unlock so you can open it with the handle and the window should be able to open - but only when you press the button.
It should work like that when you unlock the hatch with the key too.
See the pic below. There's a lock solenoid (push/pull motor) but it's behind the panel so it doesn't really show in the pic. You can just barely make out where it's rod connects to the slider though.
When that slider moves by either hitting the unlock button or unlocking the hatch with the key, it closes that square black switch. While that switch is closed there is power to the window relase button.
When you push the window button you complete the circuit through to the window "popper" (square gold thing at the top) which activates and unlocks the window.
So, where you seem to be saying it pops even when the switch is out of the circuit it sounds like the most likely cause is that someone was in there trying to repair it and ended bypassing the square switch and the window button and hot wired the window popper solenoid right into the unlock circuit.
If you compare yours to this pic you might see some wire added in there.
They might have done it to bypass that black switch on the slide, as they've been known to fall off
