Odd vac issue

So my '97 zj has never had great heat/AC I've recently realize that the vac from the motor is pulling the AC/heat from the vents or something. When sitting still it blows out of all the vents great, when the jeep starts moving forward it still makes plenty of noise but the only air coming out of anywhere is in the defrost at the dashboard

Possible Vac leak..
There is a check valve you can buy and insert into a vac line under the hood at the firewall to stop that. Someone posted pics and the part number here about 2 weeks ago.
