Non-functioning wiper delay

The wiper delay on my 1995 Grand Cherokee will not work even after I replaced the control stalk, anyone have any idea how to fix this other than spending a lot of money at the dealership?

delay module is bad. 95 is right around the time that it moved from the drivers kick panel to under the hood. If its in the kick panel search for how to fix it, there are several posts about it. Not sure about options if its under the hood.
