No dash lights or tail lights - instantly blowing fuses

I have a 94 GC. A few months ago I tore the dash apart to replace the evaporator core. Upon putting everything back together, everything worked for a couple of weeks. Then, one day the dash lights didn't come on. Also, the parking lights and the tail lights did not work - the headlights and brake lights work fine.

Upon checking the fuses, I found fuse #12 was blown, which was for "Parking lamps, automatic headlamps". I replaced the fuse, then turned on the lights - bam, instant blown fuse. Tried it again, same result. Pop!

Before I tear the dash apart looking for connections, does anyone have any advice ahead of time? What would cause a fuse to instantly blow? While the dash lights and tail lights seem to run on different fuses, I've read about other people having both problems at once, so they must be connected somehow. Any help would be appreciated.

theres a short in the wires kinda like two wires touching together and it will cause a short in the system and its safty is to blow the fuse so thats whats happening. as for fixing it... short of taking it all apart again and checking connections im not to sure how to fix it.
