Neutral RPM's between 2500-3000 at idol, Oil to top of dipstick tube

Hey guys, Need some help on this one. I have a 1997 Jeep Grand Cherokee Laredo 5.2L V8 with a few issues.

#1 Rpm's are ranging from 2500 to 3000 at idol in park and neutral. In gear i can let my foot off the break and get up to about 30 mph without putting my foot on the gas. I checked the throttle and its not sticking, i also looked for vacuum leaks and i could not find any (that i noticed). I did replace a few hose clamps that were going bad and fitting loose, but this only dropped the rpm's by about 500. (now its ranging from 2000 - 2500).

#2 Also i noticed that there was oil under my Jeep (Quite a bit actually), so i pulled the dipstick and there is oil to the top of the dipstick tube. Not really sure about this one at all. So any help would be great!

Thanks polka, any idea on the oil? I've never seen anything like that before.

Did you do the oil? Did you recently go to an oil change place?

Are you sure it started with 5qts and is now full to the brim?

I took it to firestone to have the oil change done. Just like I always do. I checked the oil a few times since then (approx 2800 miles ago) and the levels were correct on the dipstick.

You're not losing any water from the rad, are you? One reason I can think of, for the oil level to go up like that, is for the oil to be floating on water.

Only other way for that to happen then is a blown intake manifold, head gasket, or cracked block.

It isn't the answer to your problem, but: Years ago a friend bought a VW bug for his daughter. He had shown her how to check the oil, multiple times. One day he ask her how the oil level was. She replied it was fine, in fact it was making more oil because it was over the full mark. When he checked the bug out he found a hole in the mechanical fuel pump diaphragm which was pumping gas into the crankcase. This is the same bug the windows were down when a thunder storm came through flooding the inside of the bug. His remedy was simple: He took his .357 and shot a hole through the floor board on each side. The water drained out.
