Need a trans expert

At 1/4 throttle it shifts 1-2 cleanly and at around 2100 rpm, then goes into 3rd around 1900 or so. At 1/2 throttle 1-2 shift is around 2500 and is kinda "lazy," meaning it's a slow rpm drop into 2nd, and if I keep the throttle steady, it doesn't stay in 2nd for very long before going into 3rd. 3/4 throttle and above shifts 1-2 at 4k or over, still kinda lazy, then 3rd near 4k. My biggest issue is the 1/2 throttle lazy 1-2 and not holding 2nd very long. I was thinking about playing with the TV cable but I think in some cases that can cause more harm than good. I don't want a hard shift, just a crisp one. I've done a little searching and reading about governor pressure solenoids, just wondering if that sounds like a possibility. On what I think is an unrelated note, my converter shudders a little when it locks up. My old '97 Orvis did all of the above too, but I still don't think it's normal.

When my gov pressure sensor and solenoid was bad it would drop in and out of gear at WOT and hunt like it was slipping. I would try setting the TV cable as per the factory instructions first and then go from there. My 5.9 is very particular about the line pressure setting. If that does work then start thinking about the Gov solenoid. Start with the cheap or free fixes first.
