Mystery wires

So I was searing for my electric problem and when I was under the driver side dash I found these. What caught my eye was the cut black wire and the wires spliced into the factory wiring. They went to a black box that just said made in Taiwan and then to a small flashing red light under the steering wheel and from the light two wires went to the passenger side under the dash and were spliced into factory wires. Any ideas I just don't think it's factory.
