Like PlatinumZJ said there is absolutly ZERO water is a CO2 tank; just like Scuba tanks. If there were they would rust out and become weak. Also never let your tank get 100% empty. If you do air from the outside can make its way into the tank and that air will contain water and contribute to rusting on the inside of the tank. Scuba tank start out around 4500-5000PSI and is best to not let them get below 250PSI...

Really your not even supposed to fill a scuba tank that high. The recommended is 3000psi.

You guys must have missed the part where I said I would mount it laying flat but when I want to use it, I would take it out and sit it up. There shouldn't be any problems with mounting it flat as long as when I actually use it, it's upright correct?

I was going to mount it straight up, but i'm finding a lack of mounting places.
