Lift question

I just talk to a guy on rough country's website. I told him I have a 98 zj and I'm going to put on 31"x10.50" tires. And that I didn't want to use a lift kit, I just wanted to use coil spacers. He said I need at least a 3.5" lift. But from what I've heard, I would be fine with a 2" coil spacer. I bet you guys would know what to do a bit more than an online chat person. So what kind of lift would I need and would I also need wheel spacers?

2" budget boost will clear those tires. You will get some rubbing on the control arms at full lock; you can either adjust the steering stops or add wheels spacers to fix this issue. Some minor trimming of the front bumper might be needed as well. I'd also recommend epoxying a hockey puck on the spring pad to act as a longer bumpstop to keep the tires out of the fenders.
