Just bought a 98 Grand Cherokee 4.0 2wd need advise

when i first crank it up it has to run about 30 sec til it will run normal if i don't it will spit and sputter,then when i start driving i have to feather press the pedal or it will bog down and it takes forever to get to 70 and lastly when i start to slow down the pedal stick a little and when i'm just about stopped something pop and soound like a spring popping ?

so if you could help with anything let me know

how is the air filter?

check and clean the IAC valve

I've replaced the air filter and replaced the TPS and cleaned the IAC valve

cleaned out the TB?? look around the tb...maybe something is rubbing the cable or spring??
