Is this Jeep a good deal?

So I want to buy this Jeep...

Specs:
1996 Jeep Grand Cherokee Laredo 4X4
Color: Olive green
Interior: Grey Cloth
Miles: 197,XXX

Problem(s)
1) The A/C needs recharge, but Walmart sells that for like $25 so that's no big deal. And fall is right around the corner.
2) The Emergency Brake doesn't work... regular brakes are fine.

THE SCOOP: My first car. I only have $1000. He wants $1800 obo
I'm using this jeep for a Daily Driver and an occasional off-road truck.

My Questions: how do i fix the e-brake and how does that break? what should i offer him? When i go see it, what should i look for? Thanks

The park brake has numerous ways of braking. It could be a cable, or might be under the drum ...

What you should look for:
- start the vehicle, and listen carefully to the engine. If there are any questionable sounds, ask about them.
- Ask for maintenance/service records.
- Slide underneath while the engine is running and look for leaks.
- Look at the exhaust, not the system but the actual gases, is it colored blue or white? That indicates problems.
- Get in shift through all the gears and make sure the tranny feels tight. Shift through all transfer case options, make sure to do this correctly, and make sure it works all right.
- play with all the interior options. See which work and which don't.
- check all the lights even interior and the dash.
- above all, take a notebook, and take notes. Write down anything you think significant. These will all help you decide what to offer. Use it as a baseline, not a definitive.

If he takes $1k for it and it runs and drives with no problems id say go for it, ebrake isnt that big of a deal and you might be able to fix it yourself, but if you cant it wont brake the bank having a mechanic do it

I would say $1,250 max on the price E brake usually goes out due to inactive use on automatics. My 95 is a 1 time use when I pull it I have to break the rear brakes loose. Make sure the clutch engages on the A/C compressor or make sue all you have to do is charge the A/C. Good luck!
