how to reset fobs/remotes 97 Laredo

My 97 Laredo's remote key fobs stopped working and I wanted to know if there's a way to reset them to work again. I've replaced the batteries but I don't think it was that since both remotes stopped at the same time. I'm getting tired (as well as my neighbors) of having to go to the passenger side and lock & unlock to turn the alarm off and now the jeeps stalling out when starting it like the anti theft is killing the engine. Anyone know what/s causing this and how to get them working again?

To program the remote keyless entry (RKE) Transmitter access codes into the RKE receiver in the passenger door module requires the use of a DBR scan tool. Refer to proper Body Diagnostic Procedures manual for more information.

I lost my fobs several months ago. Don't use the door lock buttons to lock it and you won't turn the alarm on.
