How do i stop this?

Its starting to peel pretty bad and I really want to sand it down and paint the hood again but I do not know how to prep anything like this.

Its starting to peel above the front windshield and in small random places on the car.

there is no stopping it......
you can try to have a shop sand it so that they take the clear coat off and just clearcoat it, but most shops will avoid doing that.
Best bet is to have it repainted... there is no turning back on that peel.If it is mostly in the hood, you could ask them toonly do the hood, and you take it off and put it back on..
Most of the labor cost is in the prep and masking work, so you can save there.

Prep it yourself, and have it painted.

any junk yards around you could hit up...my guess is by the time ur done painting it u may as well pull a hood somewhere...i don;t know what that would cost though...if not say it represents global warming...haha
