How do I remove my rear bumper brackets?

Hi fellow wheelers!

One of the rear bumper brackets on my -93 ZJ is rusted beyond repair.
Tried to figure out how to remove it yesterday but i can't...
My car is equiped with a hitch.

The brackets seems to be fastened with the same bolt as the hitch but after removing the nuts that holds the hitch the bracket is still fixed to the framerail.
Inside the framerail i can se nuts (on the other end of the same bolt as the hitch is fixed with) but these nuts is unreachable with normal tools.

How do I remove my rear bumper brackets?

You have all the right ones out. The nuts are welded to the bracket. You have removed the bumper cover? The brackets also have 2 nuts connecting them to the rear bumper bar. The brackets & bumper bar can be found & purchased at moparpartsoverstock.com

The tack welds often break and the nut spins. I asked this question awhile back, I'll see if I can find the post. Here ya go.... all i got.
