Help a new guy pick some lights

I want to replace the stock lights on the bumper of my '95 ZJ with some good driving lights. I was looking at the PIAA 520 driving lights in black. Here's my questions:
Are these street legal in NY?
Any other lights you would suggest? I want good driving lights.
Where's the best place to pick them up?

I found on the web a few places with them for $190+ shipping.
Thanks for any feedback. I want to put new ones on in the next month or so.

auxiliary driving lights are considered to be in the same range as your high beams.. they're legal for use, but you can get a ticket if you dont turn them off when another car is approching you.
