Heater, AC blower motor does not work on high?

1996 Jeep Grand Cherokee 4.0.
The heater motor no longer works on the highest setting. I put a volt meter on the connector, reading left to right and top down, #1 had NEGATIVE .30 volts, #2 had 13 volts, #3 had 1 volt, #4 and #5 had 13 volts. The two wires that exhibited less than 12 volts were dark green and black/brown.

Any idea if this indicates a broken wire or could the switch need replacing?

Update: I wiggled the wires by the blower motor, and it started to work. There's a lot of wires and connectors down there, any idea what one may be the problem?

Do you have auto climate or normal?

In the auto climate system there is a relay that controls high speed with the blower motor controller controlling the other speeds.
