heat shield fix

i was installing a new muffler last night (cherry bomb! ) and the heat shield has fallen down, it is whole, but holes have rotten out just enough to come off bolts. i cut it in half removing the part over the muffler, cause anything is better then nothing as far as over the cat. any ideas for a quck fix, i dont want to just use bigger washers for fear it will just happen again sense those areas are already pretty rotted
