Fuel leak

I took my Jeep for it's first longer range trip last week, camping up in Sequoia National Park. I was nervous, as I've done a LOT of work just to get it to this point and I was afraid of something going wrong with the family in the Jeep somewhere way up in the mountains.

Everything went great, with the exception of this problem:

When filling up with gas, if I don't stop the tank at 7/8 full, gas will start pouring out from the ring that holds the fuel pump assembly in place. It drops a LOT, with one instance about a gallon coming out and bystanders looking below my Jeep. I was pretty embarrassed. I felt around and it feels like the only wet area is around the ring, not on top of the pump or from any other area, so I think it's flowing out from under the ring. I made sure last time I had the tank down that I tightened very tight, using a rubber mallet and a piece of 2x4 to get traction on the ribs on the white plastic to make it tighter. Definitely a lot tighter than hand tightened.

I recently changed the fuel pump and used a new gasket. I didn't use gasket sealer or anything, should I have? I just put the new rubber in place and slid the fuel pump assembly into that.
