The horn relay is more than likely the least used relay in the Jeep. By using that relay to swap out tha ASD or fuel pump relay (which get constantly used) can determine if one of those were giving u the problem.

The hall effect sensor is the Cam posistion sensor (inside the distributor).
It sets up injector timing with the PCM.

NEVER try to adjust the dwell by turning the distributor. It's computer controlled. Turning it will f up the fuel timing which can only be correctly adj. by the dealership.

well the mech replaced it supposivly then unreplaced it. is that ok? Cuz he thought it was the problem

I was going to do the injector mod myself just haven't gotten to it yet. A lot of guys here have gotten good results with it along with replacing the intake manifold with a WJ intake.

I've been using full synthetic diff fluid as replacement oil, less changes, and wear on the gears. If you use it for towing adding the recommended modifier also would be required.
