Driver side blend door actuator problem

I have a 99 grand cherokee ltd and after much research online finally found the time to investigate my blend door problem. I found that the driver side actuator does not move when I adjust the temperature up and down. I then checked the voltage and found that it was showing 9.3 volts on and off rapidly. My question is, is this voltage reading normal? I want to confirm the problem lies with the motor and not the voltage going to it, any suggestions? I have temporarily opened the atuator casing and rotated the gear to hold blend door fully open to allow heat on drivers side, but would like to properly fix the problem.
