Decent Fuel Mileage Is Possible on a 5.9 Limited
I have just completed a 5 tank combined average on my '98 5.9 ZJ and here's what I came up with:
1. 17.6mpg
2. 17.2mpg
3. 19.1mpg
4. 18.4mpg
5. 18.1mpg
Total avg.: 18.08mpg
Keep in mind, the 1st two tanks were combined with a good amount of city traffic driving, and the high was doing about 90% highway at 65mph with just minimal city driving. I have noticed this large engine does not like stop and go traffic. I know every non-hybrid gets worse fuel mileage in town, but its amazing the disparity in city vs. highway driving this gets!!!!!! Best I can come up with for my particular Jeep, is 12-13mpg city, and 20-21mpg highway (when speeds are kept at 70mph or lower).

That's about right for a stock 5.9. Best I ever got was driving through Wash. St. 10 years ago this week. 22mpg.
Best I get now is 16.

See my Avatar.
The best thing that you can do to get good mileage is keep your Jeep tuned up, make sure your tires are inflated properly, remove anything that creates unneeded drag (roof racks, light bars, etc), and be easy on your skinny pedal.

***Update***
Since I 1st posted this thread, I since added my lift w/tires, and have quiet a few more mileage reports to compare.
1. 17.6mpg
2. 17.2mpg
3. 19.1mpg
4. 18.4mpg
5. 18.1mpg
6. 17.7mpg
7. 17.8mpg
8. 18.3mpg
Total avg.: 18.05mpg (before lift/tires)
9. 17.8mpg
10. 16.7mpg
11. 17.4mpg
12. 17.6mpg
13. 17.2mpg
14. 17.5mpg
15. 17.6mpg
16. 17.7mpg
17. 17.0mpg
18. 18.1mpg
19. 19.4mpg
Total avg.: 17.64mpg (after lift/tires)
All this was hand calc. mileage, Over the course of approx 6,000mi. So, as you can see, I lost a consistant .5mpg once the larger tires and lift were installed. Still completely pleased with the ZJ so far to date!!!

Most of my driving, except the 19mpg+ readings were done in about 70/30 highway/city type traffic. When I got readings of 19+, both were 95% highway cruising at 65-70mph.

Don't know what transmission you have, but that sounds about like what I got in a WJ whose lock-up converter wasn't locking-up.
Might be something for you to check.
