Cut fuel in deceleration

My jeep (1998 5.2 V8) doesn't cut the fuel in deceleration, it need about 3000 rpm and then it is able to cut the fuel.
If I disconnect the IAC, the engine cut fuel about 1250 rpm.
some times when I drive in hight places (6000-7000 or so ) it cut the fuel at 1250 rpm.
Any idea?
