cant fix code problems

i have a 1993 jeep grand cherokee limited 5.2
it has 112000 miles.
i keep getting code for thw 02 sensor,21 i think
and the temp sensoe i think its 22
i have replaced both with new parts
before i replaced the 2 temp sensors,i would sometimes get code for running to cold to long,i think it was code 17.
that is why i replaced the temp sensor.i have also had a complete tune up last week

i also almost forgot that the rpms will sometimes rev up to about 3000,then sharply drop to 1000 then slowley drop till it cuts off.
any help would be great,this is my d.d
