Brake Pedal Kickback

On my 94 I get a weird kick back in my brakes and a sudden stop. It's only while the pedal is depressed and going slow, like 5mph and under. The typical ABS noises. Sometimes when I hit a little bump, other times on totally flat ground. Totally random as far as I can tell. It is fairly frequent though. Brakes have been manually bled, and fluid is topped off.
Any ideas or do I just need to start throwing parts at it? I'm sure sooner rather than later I will need to replace most if it, the previous owner was not too keen on maintenance other than oil changes... I would like to solve this current issue asap though
