bad clock spring

hey guys i have a 99 grand cherokee, and i believe i need a new clock spring, because the airbag light will randomly come on and off while i am driving, i am pretty sure its the clock spring because i can be sitting in parking lot at idle in park, turn the wheel slightly and the light goes on, then off.

where can i get one and how much do they go for. also is there a writeup with pics on changing it? how hard? what tools needed?
