am I having a fuel problem?

I have a 94 GC limited with V8. It has 200 k miles on it. A while back while driving I noticed it was acting like it had a plugged fuel filter. When I tried to speed up it had no power at all. As a matter of fact it downshifted the transmission and began to decelerate.

I limped it home and replaced the fuel filter. It didn't help.

I have about 39 to 42 psi at the rail. When I opened the drain valve on the gauge I noticed there was a lot of air in the fuel that you could see through the clear tubing. It doesnt matter if it has a full tank or not, still seems to have air in the rails. You can bleed off the air and let it idle and it is fine. No visible air bubbles. Now it is surging and will stop if you slow down and stop at a stop sign.

Last week while going about 25 mph I stepped down on it mildly and could hear something almost vibrating like it was sucking air somewhere. Do I have a leaky gasket under the throttle body, something wrong with with a pressure regulator, or a problem with the fuel pump? Any ideas?
