AC wont go above 2nd setting

Well, the fan wont go above the second speed at all, not just with A/C. For the first and second speed it works fine, but above that it the fan turns off. I have a 1997 Grand Cherokee Laredo. Any help/suggestions would be greatly appreciated.

Fan motor resistor.

Yep the fan motor resistor it is in the duct on the passenger side has 2 screws in it.

I was under the impression that if it was a blower motor resistor problem that it wouldnt work on any the other levels except for the highest one, or that at least the highest one would work, when my problem is, the lowest two are working and the highest two arent.
