98 4.0 2nd gear flat spot/slipping?

My buddies 98 with the 5.2 does a similar thing, when it shifts into second gear under normal operation it has a some what flat spot for a second then it operates normally. Is the dude to band adjustment? I am planning on doing a fluid filter change here soon. And was wondering if that has something to do with bands being out of adjustment or a totally different problem.
Thanks for any and all help!
