97 Jeep Grand Cherokee Laredo won't run or start when it rains

Hi I have a 97 Jeep Grand Cherokee Laredo and every time it rains now it won't start and if I'm driving down the road and it starts to rain it starts missing and sputtering and if I have to stop at all it dies and won't start back it's not the distributor cap I've checked it for moisture and it's always dry it started doing this awhile back but just once in awhile but now it's every time I don't know what else to do or check and I'm very mechanically inclined

My best guess is a bad seal in the cowl that is letting water run onto the PCM connecters or wiring, or behind the dash
