I've been having the same problem with my 98ZJ. The dealer said it's the fuel pump sending unit. I ordered the part and am gonna be putting it in an a couple of weeks. I hope this fixes the problem. I'll repost when it's done and let you know how it went and if it fixed the problem.

Yup it's your fuel pump.
There is a TSB on it. Here is a link to it.

That TSB is for '96 ZJs. Does it apply to '98s too? If so should I call the dealer and pitch a hissey fit? When I complained about the came problem they told me the sending unit needed replaced. I have since ordered it but haven't put it in yet. Should I hold off until I call the dealer back?

Yes this shouldalso reflect on your 98.
A TSB is not a recall. It is a sheet created for the dealer to help assist in identifying the problem and to take steps in repairing the problem efficently. TSB's are common problems that DC has notice and have taken steps to help the dealer identify them.
Hope that helps.
