The linked test as written, checks for an open
circuit with the meter set on a maximum of 10k ohm scale. if the resistance value is more than the 10k, the reading will show an open circuit which is the desired state.
What you are reading is a short, known in the test as a 'low resistance'. Anything between 0 and 10k qualifies the sensor to be bad.
