its a dana 30, is this vacuume opperated?
is it possible to put locks on the wheels?

No it should not be vacuum operated on your '96 ZJ.
To answer your second question, yes and no. Now let me explain. If you have the full time four wheel drive system (NP 249 transfer case) you shouldn't use hubs that you can unlock. If you had the Command trac or Select trac transfer case then you would be able to make use of a kit that is offered by Warn. The kit replaces the front hubs so that you have the good old manual locking hubs. The only down side to this is it takes away the anti-lock brakes.
