94 ZJ wire harness vulcanzed

I am working on my 94 5.2 zj and was taking some convoluted tubing off of my wire harness where it wraps around from the cylinder 5 and 7 area and drops off down the transmission when I found my wire harness has vulcanized together thoroughly. I don't know if it was meant to be this way or if it is a problem than may get worse. Before I tore the top end off the jeep ran fine though the fuel pump wire is dead and I have never been able to figure out why. The vulcanizing starts right where the harness passes the CPS and OPS on its way down. In the meantime I ran an extra wire to my external fuel pump.
