2004 Grand Cherokee Overland - Engine Surge

Last year I purchased a 2004 Jeep Cherokee Overland. It is a great looking vehicle inside and out. So far, the only one I've seen with chrome wheels. This vehicle has over 60k in miles. So far the only problem I am having is the engine surges from 600 rpm up to approximately 1300 rpm. This is a V8 and most of the time this happens with the A/C running, however it has been known to do it without the A/C.
Has anyone else had this problem? As with most everyone, I would like to fix this with the least expense. Right after I bought the car, the dealers mechanic advised that the battery was low and needed to be replaced and that could fix the problem. It did not. I have also tried some spraying some carb cleaner into the mouth of the throtle body. It seemed to help a little, but it wasn't long before it returned.
ANY IDEAS???

maybe a fuel delivery issue???? just a thought im sure someone else will chime in with a similar issue though.

I tried the obvious IAC cleaned then replaced, cleaned the throttle body and it kept on. Ended up the TPS throttle position sensor, replaced it it it is gone.

BTW when sitting idling it would range from 500rpm to 1500, drove me crazy. Also note in the video i was in cruise control..

My 99 surges only at startup.

I cant believe a bettery was recommended... WTF?

really? thats surprising. i feel like the vast majority of overlands that i see have the chrome wheels.
