Go for the budget boost on 31.
I had a 97 4.0 select track with 3.73 gears and a d44a that I swapped in with an aussie locker, budget boost and 31's. That jeep would scream, motor was stock and was way faster than any other 4.0 I've driven. It would cruise down the high way at 75-80 no problem.
I'm a V8 but 31's are plenty for a lot of trails. I surprise the hell out of the wranglers I run with because they're all on 35's and 37's.

I have 31s with a 2" BB with the 4.0 and I won't say it's terrible but it DEFINITELY a dog. I also needed new track bars and sway bars so Its not as cheap as you may think. On the other hand it is alot better on the trails.
Take this guys word, you wouldnt think the extra few inches would help a ton, but it comes in handy all the time.

Don't doubt this a bit. Every 4x4 I've had ran 31's or metric equivalent or bigger. One of the reasons I wanted 31's on the ZJ. But I already have one truck that won't consistently hold in OD going up the slightest grade or into a head wind when going down the interstate. Forget about it if you crank the knob for AC. Don't want the ZJ to do the same "if" the TrueTrac is gonna be an equivalent or better mod. Not worried so much about gearing and offroad. I can't recall running into anything that 4low wouldn't handle even if I was lacking some power. That's stuff just isn't around here.
I like the 4.0 as I've stated many times. For what I do I wouldn't trade it for a V8 but even I have to admit it's not a powerhouse.
Anyone that psots up saying that their BB'd ZJ kept up with, and did better than, a whatever on 35s/37s should be required to show pictures of said trail and said line that they did better than the other Jeep.
