1995 Grand Cherokee no spart, no fuel, won't start

I have a 1995 Grand Cherokee Limited. 6cyl that won't always start. When you turn the key, the starter turns but won't start. I replaced the cranshaft pos sensor, the camshaft pos sensor, cap, button, wires, plugs, and coil.Nothing worked.
After about 30 mins to and hour with the key in the "ON" position, the fuel pump relay, auto shutdown relay, and fuel pump itself start to click rapidly. And the "security" light will be on. After about a minute, the clicking stops, the check engine light comes on and off, security light goes off, and I can start. It gets much worse in cold weather. Do you guys have any ideas?

Sounds like bad caps in the computer.

It causes a delayed fuel system engagement type scenario.
