03 Grand Cherokee 4.0L Overheating

I've got it figured out that my fan isnt kicking on. My temp is fine while im moving and sky rockets while im sitting still. I just want to know if this is a common thing and if its a fuse, relay or the fan motor itself? Anyone with any knowledge of this on the WJ's please let me know. Whats the easiest way to test for my problem.
Thanks
Ken

Most likely the relay.

Start by running some wire directly from your battery to the fan to verify the fan rotates. If the fan rotates I'll bet it is the relay.

It is behind the passanger head light I think...You need to remove the headlight to get to it.
