Yeah, that fuse passes current that goes through the transmission solenoid/TRS assembly and on to the back-up lights. If there is a short in the part of back-up lights circuit going from the solenoid/TRS connector to the lights, you might have a chance of finding it. If there is a problem with the solenoid/TRS assembly, then you will need professional help.
It would be a good idea to check and retrieve any diagnostic trouble codes stored in the PCM.
