From the 97 service manual

TORQUE CONVERTER CLUTCH (TCC) SOLENOID
The TCC solenoid is only used on vehicles with
three-speed automatic transmissions. When the ignition
switch is in the START or RUN position, it connects
circuit A1 from fuse 3 in the Power
Distribution Center (PDC) to circuit A21. Circuit A21
powers circuit F12 through fuse 11 in the fuse block.
Circuit F12 powers the TCC solenoid . The Powertrain
Control Module (PCM) provides ground for the
solenoid on circuit T23. Circuit T23 connects to cavity
B11 of the PCM.

Looking at the connector diagram looking at the connector the right side is 12v power and the left is to the PCM connection which appears to ground the solenoid. Dont know what would happen if connected backwards

Dont know if the 2001 is the same
