wiring harness on back of instrument panel
I am looking for a diagram of the wiring harness that plugs in to the instrument
panel. Trying to locate the wire to the fuel gauge.

The wire to the fuel gauge is tan with a black stripe, same color as the wire at the sending unit. On the bottom row of the plug that goes into the instrument panel. I may be able to dig out the diagram later on this weekend.

thats what I thought too. The wiring coming from the tank is DB,GN, BLK. GRN is to the pump, black ground.
I'll check the tan one again at the harness

The DB you refer to, is that dark blue or dark brown? Either way, there should be 3 wires at the sender: one is ground, one is power, and one is sender. The sender wire sould read anywhere from 0 to 90 Ohms depending how much gas is in the tank. This is what you should be reading at the gauge cluster connector *and* at the tank connector. Obviously if the readings differ then you have a wiring problem (open or short). The gauge itself must be grounded at the cluster (it shares a common ground on the left side of the circuit board). Or else it'll read wrong. The tank can be grounded anywhere.
Here's a tip for making sure the gauges all work:
