mine won't park either and the inspector will not pass my jeep until they do. Does anyone have a diagram of the relays in an '87 YJ? I'd like to check if the relay is faulty before replacing the motor.

I'm not wishing it upon you, but that is what happened to mine on the 91 just before the wiper motor went out. They started to park a little too high for about a month or so and then just quit working. I never did fix it, just put a lot of aquapel on the w/s:-)

The wiper arms pop off the splined stubs very easily with a wide pry bar or a screwdriver. If they are 60-75* like you say, maybe they were removed and installed incorrectly.

No relay it uses a electrical contacts ( wipers in the motor. You can check them by opening the part the has the control arm. There is a set of contacts with a wiper inside you can move the wiper part just a little and should work again like new or replace the complete motor .

What could it be if the delay didnt work or they didnt park and the delay module has been replaced?

You can bypass the delay controller by removing it. The connectors will plug into each other.
