Why would pitman arm make contact with center link?

Slowly fixing all the problems on my Jeep I rescued from my neighbor who was letting it rot. I can clearly see a shiny vertical stripe directly behind the pitman arm on the otherwise grease and dirt covered center link. Jeep has a Rough Country 4" lift installed. Could it be sagging springs, blown shocks, both, neither, something else? While sitting on 33s and measuring from the rocker panels, the front sits 23" high and the rear 24". There is only about 3/4" between the center link and the pitman arm.

No one has any ideas? Does anyone know how high a Jeep should sit with a 4" lift and 33's? I was thinking about 25" but would like others input.

I noticed that the Superlift front springs moved the front axle forward (meaning the center pin was located differently than stock). After installing the Superlift springs my pitman arm would rub on the tie rod during full compression. This didn't happen with the Pro-Comp springs that were on it when I purchased it. I did notice that the center pins were different between these two manufactures (again, the Superlift center pins were forward of the location of the Pro-Comp). When I removed the Superlift in favor of the Deaver springs the axle was shifted back to where it belongs. So, if you have Rough Country springs it sounds like they might do the same thing that Superlift does. At least this is one possibility. I never did understand why the Superlift placed their center pins in a position that moves the axle forward???

i'm 25.5 at the rocker in front of the rear fender and 24.75 at the rocker behind the front fender..
