well since there's no studs in there I'd try the following
DO THIS ONLY IN YOUR DRIVEWAY - NOT IN THE STREET:
1- put in reverse, go a little and SLAM on the brakes... then drive forward a bit and SLAM on the brakes
2- block wheels, jack up and see if the wheel is any looser
repeat step 1 as necessary, as eventually it'll break the rust bond and spin on the hub
