weber float question

I was trying to narrow down the causes of my idle going from smooth to lopey over time after coming to a stop. Here's how it goes:
Driving= fine
Idle after stopping= fine
Idle 30-60 seconds after stopping= loping

When I get out and take the air cleaner off the carb (weber 32/36) there is usually gas where the arrow is pointing. Is this normal? What does this mean?

check your fuel filter position the re tern should be on top mine was just a hair off and it did that, after that you can check the float inside that may be off a bit weber.com has all the specks on it. one other thing do you have a fuel pressure reg... i think the weber runs at 3-5 psi stock fuel pump is way to much for it

and you should have fuel in those slots. hose two brass things in the one slot are your jets and they need to be under the fuel or you definitely have a float level problem
