Broken spring, misaligned cover, or faulty linkage are your best bets.
There's usually an engagement tang inside the round cover that has to connect properly w/ the spring. Easy to misalign.
Mark the round cover so it goes back on at the same place, take off the 3 screws & see if the thermostat spring is broken. If not, put the cover back on taking care to 'capture' the spring end....turn cover to the original marks & snug screws lightly. Your choke should now close.
If it does not, then look at the linkage behind the choke housing. Has an arm or rod slipped out of it's end location? They are supposed to be relatively 'loose'....but connected at both ends.
You may have to adjust rotation of choke cover to assure full opening when warm.
It may just need to be adjusted. Loosen the 3 screws & rotate the black cap (they usuall say 'rich' & 'lean' w/ arrows of rotation) to provide more spring pressure til the choke plate fully closes while cold. You'll need to slightly bump the throttle to let it move to the closed position.
Thanks for everyone's help. Can someone send me pics of the choke linkage to compare with mine? If I remove the filter and set the choke by hand it's cranks just fine but that is not ideal.
