weber 32/36 idle speed woes

I have tried everything possible to get my idle speed screw down including new jets, does anyone have a 1990 jeep with 32/36 weber,nutter bypass,juice box and the cat converter off, with the speed screw below 1.5 turns in or a jeep of similiar years . Please help as i am stuck.
