Water pump removal

My friend has a 94? Wrangler with the 2.5L? engine. He is trying to pull the water pump but can't get the fan and the pulley off. Is there a certain way to remove the fan and pulley? He has removed the four nuts that appear to hold the fan on the pulley but nothing seems to want to come off.

Those 4 bolts are the only things holding the fan/pulley on. Chances are they are probably just rusted together. Just use a little brute force and they should come off. Also take the tension off the drive belt if you haven't done so already.
