any chance they are used as washers (instead of 4 round ones) and they go under the nuts?

I believe they are spacers for a winch plate to provide more clearance between the roller fairlead and the bumper.

I'm pretty sure they are spacers for a winch plate cause i got the same things when i put my warn bumper on. Let me know how the powdercoat works out for you mine rusted in less than a year after owning it and they wouldn't cover it as a defect. but other than that it's a nice bumper i like it. I have the front and rear warn bumpers and i made an oversize tire carrier for it. I'm happy with them though other than the rust.
good luck chris

yeah pretty much i just haven't really bothered with it yet but it's pretty bad... I plan on doing something with them in the fall possibly after my I6/AX15 goes in.
