any chance they are used as washers (instead of 4 round ones) and they go under the nuts?

I believe they are spacers for a winch plate to provide more clearance between the roller fairlead and the bumper.

I'm pretty sure they are spacers for a winch plate cause i got the same things when i put my warn bumper on. Let me know how the powdercoat works out for you mine rusted in less than a year after owning it and they wouldn't cover it as a defect. but other than that it's a nice bumper i like it. I have the front and rear warn bumpers and i made an oversize tire carrier for it. I'm happy with them though other than the rust.

good luck chris

Wish I had known you before I bought mine . Like the bumpers but I had the same rust in under a year . Must be the town of Colchester puts down alot of salt in the winter ! I have mine off the Jeep right now and plan on getting some safety chain tabs welded on and repainting them .
