Not exactly that simple cuz you can have a valve with the spring keepers removed just kinda slide down the guides. Into the cylinder. This is bad. They sometimes can cant in the cylinder and bend the stem. That is worse than merely bad.
You can do it like I do: compressed air with a fitting in spark plug hole, and make sure you're at TDC so it can't drop too deep if something unwanted happens. Recently I bent up a wire, stuck it in the plug hole, and held up the valves with it in an ATV. It worked out but I wouldn't recommend it as a procedure.
